No, not necessarily.

It does not matter whether the upper roundabout is larger than the lower roundabout, the lower roundabout is larger than the upper roundabout or the two roundabouts are the same size. It is only important that the upper and the lower roundabouts can be entered from different directions.
Furthermore, the upper and lower roundabouts are relative, so they can be overpass/ground, ground/underpass or semi-overpass/semi-underpass construction.
