No, that is a misunderstanding.
There is no danger of vehicles entering the road wrong way.
 As seen in the diagram, there are four points where the upper level and the lower level merge. In order for a vehicle to enter the road the wrong way, the vehicle must cross the center divider. Danger for crossing the center divider to proceed in the wrong direction in the TLSI is the same as in the conventional road.
The TLSI appears to be the same as conventional intersections, but the signals operate in a two-phase signal cycle for each of the upper and lower levels.
