  [TLSI] For the lower level road, left turns are made from under the overpass. Making left turns below an overpass is not a common way of making left turns.
 
That is not correct.
Making left turns under overpasses is in common use.
Sadang Intersection and Apgujeong Intersection south of Dongho Bridge (Han River) are some examples.
It appears unreasonable to assume that TLSI cannot be applied in real traffic situations simply because left turns under overpasses are dangerous.
This is because such application can be found in Sadang Intersection and Apgujeong Intersection.
